If Jules Verne and Thomas Edison collaborated on creating a pendant light, this might be the result. There's something about the form of the fixture that vaguely suggests a submersible vessel, while the double-decker lamps look like elements in a primitive electricity experiment. The design is consciously awkward, but perhaps that's the source of its appeal.
